The only possible other directory where it could save settings is %ProgramFilesDir%. The isolation mode for this directory is:
[Isolation]
DirectoryIsolationMode=WriteCopy

But inside this directory is another directory "PS Hot Launch VVL" and its isolation mode is:

[Isolation]
DirectoryIsolationMode=Full

There is no other directory where it could save the settings except the registry.
